Forms of support for residents of the Industrial park "Cherepovets"

 

1. Tax advantage for residents of Priority Social and Economic Development Areas:

Cherepovets was granted a status of a Priority Social and Economic Development Area. This status is provided by the Ministry of Economic Development of the Russian Federation for single-industry cities and assumes special tax regulations for enterprises. Resident companies are exempt from property and land taxes for 10 years and from income taxes for the first 5 years. Within the next 5 years income tax will be 10% instead of fixed 20%. 2. Preferences at assignment of land plot:

  • Land plots can be granted on lease without auctioning for projects being implemented in strategically important directions of the region economy development and which have been awarded a large-scale investment project status at the Gubernatorial investment committee of Vologda region (under Article 39.6 of the Land Code of the Russian Federation).

  • It is possible to fix the initial amount of annual rent in the amount of 1,5% of the land plot cadastral value during auctioning for the right of rental agreement conclusion for projects being implemented in strategically important directions of the city economy development and which have been awarded a priority investment project status at the Cherepovets mayor investment committee (under Article 39.11 of the Land Code of the Russian Federation). This decision is taken at the city mayor investment committee.

Land plot cost*:

  • From 17 rub/sq. m – annual land rental price;
  • About 170 rub/sq. m – cash surrender value of a land plot.

 

3. Regional tax advantages:

Investors whose projects are included into the list of the priority projects of the region with an investment volume of over 100 million rubles and/or creation of 100 jobs and more can receive regional tax advantages.

 

4. Support programs for federal development institutions:

  • Program on mono-city development fund

The mono-city development fund support can be obtained by city projects directed towards creation of alternative productions and new jobs not connected with the city-forming enterprise. Forms of investment project financing: participation in the authorized capital of companies (the share of the Fund in the authorized capital of a company cannot exceed 49%) and provision of capital in the form of loans (annual percentage rate is 5%).   • Program of motivation of SME crediting/Program 6,5 (SME corporation)

The SME corporation together with the Ministry of Economic Development of the Russian Federation and the Bank of Russia have developed the program of motivation of crediting of SME implementing projects in priority spheres. This program fixes interest rates for credits from 10 million to 1 billion rubles for small business entities at the level of 10,6% per annum and for medium business entities at the level of  9,6% per annum.   • Programs of the Industrial Development Fund

​Loans for implementation of projects directed towards introduction of advanced technologies, creation of new products or organization of import-substituting productions are provided towards 4 programs: "Development projects", "Consortium projects", "Machine substitution program" and "Leasing projects". Annual percentage rate is 5%.
